    Agency Approp. Bill Breakdown - HB 1003 (University Systems)

    As industry innovates there is an important component of workforce that has to be considered – skills, abilities, and training.
     
    For many years, GNDC has been watching the engagement between educational vehicles/institutions and private sector businesses. One of our policy statements reflect that, “Maximize the flexibility and responsiveness of k-12, two and four-year educational institutions, and other expanded educational opportunities to meet local training needs and demands.” The key piece of that statement is meeting the demand of business. GNDC partners with other agencies and departments to ensure the conversations and connections occur that services being deployed by educational providers will and can be utilized in occupations by our state. This is a two-way street as education facilities need to know what skills are or will be needed.
     
    To round out another agency breakdown – we’ve already provided you Commerce, DOT, and the childcare component of Health and Human Services, we are looking at NDUS. This is another bill that appropriations will spend significant time digesting.

    BILL BREAKDOWN: North Dakota University Systems 

    One piece of HB 1003 that we are especially interested in is removing the sunset for Career Builders and making it a permanent program. Additionally, there is an appropriation of $7.5M for the loan portion and $7.5M for the scholarship portion of the program, ($15M). From an administrative perspective, there are some tweaks that allow more flexibility to shift funds from the loan portion to the scholarship portion.
     
    A large piece of this bill is brick and mortar projects.
     
    There is a significant amount funding for capital projects in the current bill, which would extend over 4 years. Local match is required.

    • $18.975M – NDSCS, Agriculture, Automation, & Autonomous Systems
    • $17.1M – DSU, Agriculture & Technical Education Building
    • $765,000 – MSU, Dakota Hall demolition
    • $7.6M – MSU, Academic building
    • $11.5M – VCSU, McCarthy hall renovation
    • $4.3M – Dakota College at Bottineau, Old Main Renovation
     
    Then there is $29,000,000 of SIIF funds that can be used as follows:

    Then the bill states that the institutions listed may use funding from the respective institution's university system capital building fund allocation for the following projects:
