    GNDC’s Policy Outlooks bring together business leaders, policymakers, and subject matter experts for 30–45 minute virtual discussions on the issues shaping North Dakota’s economy. These sessions foster meaningful dialogue on business climate, taxes, workforce recruitment, infrastructure, and insurance—helping guide policy that strengthens our state’s competitiveness and growth.

    WHY INSURANCE?
    Insurance directly impacts North Dakota’s workforce and business environment. With 77% of North Dakotans relying on employers for insurance coverage and 6.4% remaining uninsured, the role of business in providing access to care is significant. Rising premiums and shifting coverage requirements make it essential for employers to understand the state’s insurance landscape and its effect on costs, benefits, and workforce stability.

    This private, member-exclusive session, sponsored by HealthPartners. will feature North Dakota Insurance Commissioner Jon Godfread, connecting members directly with state leadership to discuss market conditions, regulatory priorities, and their impact on employers.     FEATURED PRESENTER: Jon Godfread - North Dakota Insurance Commissioner | President-Elect, National Association of Insurance Commissioners (NAIC)

    Serving as Commissioner since 2016, JON GODFREAD has led efforts to modernize insurance regulation, improve government efficiency, and 

    enhance consumer protection. Nationally, he is recognized for advancing innovation and will serve as 2025 President of the NAIC. Before his tenure as Commissioner, Godfread served as Vice President of Governmental Affairs at GNDC, working on key issues including healthcare, taxation, and education. He holds both a JD and MBA from the University of North Dakota and lives in Bismarck with his family.
