Model Zoning Ordinance: A 'Starting Point' Created Through Collaboration

North Dakota's history of preparing for the future instead of reacting to it has helped our state attract investment, create jobs, and strengthen communities.

The same mindset is now needed as communities prepare for data centers.

PREPARING BEFORE PROJECTS ARRIVE
Data centers represent significant private investment and support the digital infrastructure businesses rely on every day. They also bring new considerations for land use, utilities, noise, and long-term planning.

Recognizing this, in October of 2025, the North Dakota League of Cities spearheaded a proactive approach. The association convened local government planners, industry representatives, and business organizations to develop a model zoning ordinance.

GNDC appreciated the opportunity to participate in this collaborative effort, bringing the voice of North Dakota's business community to the discussion.

The goal was simple: provide communities with a practical starting point before projects are on the table. By identifying key considerations in advance and engaging the stakeholders who would be involved in future decisions, communities are better prepared to evaluate proposals thoughtfully and efficiently. The model ordinance is a resource—not a requirement—that communities can adapt to fit their local priorities.

WHY BUSINESSES CARE
Businesses invest where expectations are clear.

Having a framework in place creates a more predictable process for both communities and developers. Local leaders have a tool to guide discussions, businesses have greater clarity about the review process, and residents benefit from decisions that reflect local priorities and goals.

That kind of preparation helps North Dakota compete for future investment while preserving local decision-making.

RESULTS
GNDC appreciates the collaboration of North Dakota League of Cities and the other members/stakeholders had over the course of 10 months to work to develop this resource. By engaging the subject matter experts and interested parties, those who will ultimately help evaluate future projects, communities are better prepared to make informed decisions when opportunities arise.
