    The North Dakota Industrial Commission’s Role in Infrastructure Development: A Look at Key Agencies and Their Vision

    Infrastructure is the foundation of economic growth and community development, and in North Dakota, several state agencies play critical roles in shaping and funding these efforts. The 2:45 PM panel at GNDC's Build & Beyond on Nov 7 will highlight the North Dakota Industrial Commission (NDIC) and its affiliated agencies, providing a deep dive into their contributions to the state’s infrastructure and their future plans. This panel brings together key leaders from the Bank of North Dakota (BND), the ND Department of Mineral Resources (DMR), and the ND Public Finance Authority (PFA)—three agencies under the NDIC umbrella that influence infrastructure development in vital ways.
     
    Reice Haase, Deputy Executive Director of the NDIC, will kick off the session with an overview of the Commission’s mission and the various ways it impacts infrastructure across the state. This 15-minute introduction will lay the groundwork for understanding how the NDIC and its agencies collaborate to support long-term economic sustainability and community development in North Dakota.
     
    Following Reice’s introduction, each of the panelists will provide insights into their agency’s role and vision:
    - Don Morgan, Newly Appointed President & CEO of the Bank of North Dakota, will discuss the BND’s role in infrastructure funding and his vision for how the bank can continue to support North Dakota’s development goals. As the nation's only state-owned bank, BND plays a unique role in financing projects that spur growth, including roads, utilities, and essential public services. Don’s introduction will cover how BND is poised to meet future infrastructure needs in an evolving economic landscape.
     
    - Nathan Anderson, Newly Appointed Director of the Department of Mineral Resources, will share his vision for the agency as he steps into this key leadership role. DMR oversees the development of North Dakota’s mineral resources, which have a direct impact on infrastructure. Nathan will discuss how the agency ensure responsible resource management while supporting the infrastructure needs that accompany energy development, particularly in oil and gas production areas.

    - DeAnn Ament, Executive Director of the ND Public Finance Authority, will provide an overview of the PFA and its role in infrastructure development through bonding opportunities. With a focus on the financial tools available for public infrastructure projects, DeAnn will discuss the impacts of bonding on North Dakota’s roads, bridges, utilities, and other essential infrastructure. Her remarks will highlight upcoming opportunities for infrastructure financing and how communities and businesses can benefit.
     
    This session offers a unique opportunity to hear from the leaders of the agencies responsible for much of North Dakota’s infrastructure planning and financing. Attendees will gain valuable insights into how the NDIC and its affiliates are working to address current challenges, secure funding, and position the state for long-term success.
