Policy Summit Brings National Energy and Tax Experts to North Dakota

BISMARCK, N.D. — Two national experts will bring energy and tax policy perspectives to the Greater North Dakota Chamber's 2026 Policy Summit on September 22 at the Bismarck Event Center.

Martin Lin, Senior Manager in Energy & Infrastructure at Deloitte, and Joe Bishop-Henchman, Executive Vice President of the National Taxpayers Union Foundation, will headline sessions examining two issues central to North Dakota's competitiveness: energy and taxation. Bishop-Henchman has authored more than 100 studies on tax policy and tax law and has extensive experience working with policymakers across the country.

Lin's keynote, "This Time, Some of It Is Actually Different: Energy Supply & Demand in a Period of Change," will examine changes across energy markets, including growing demand, infrastructure development, supply chains, geopolitics, and lessons emerging from energy markets across the country.

Bishop-Henchman will present "Taxes, Datacenters and Competition: Where North Dakota Stands in America," providing a data-driven look at North Dakota's tax competitiveness, including property, income and sales taxes and data center exemptions.

Both presentations will be followed by a North Dakota legislative response, moderated by GNDC Vice President of Government Affairs Andrea Pfennig. Rep. Todd Porter will respond to the energy presentation, while House Finance and Taxation Committee Chair Rep. Craig Headland will respond to the tax discussion.

The format is designed to take national trends and expertise and bring the conversation back to North Dakota: What does this mean here, and what should business leaders and policymakers be considering as North Dakota competes for investment and economic growth?

The 2026 GNDC Policy Summit will be held September 22 at the Bismarck Event Center with a virtual option. Now in its 15th year, Policy Summit brings together business leaders, policymakers and experts to discuss the issues shaping North Dakota's business climate and economic future.
