    Policy Outlook: ND State Revenue


    These concise 45-60 minute virtual meetings unite subject matter experts, government officials, and businesses to discuss critical topics like business climate, taxes, workforce recruitment, and infrastructure. These sessions will cultivate conversations that shape the future of North Dakota's economy.

    SPEAKER: Joe Morrissette - Director, ND Office of Management and Budget

    This session will give members a clear, high-level understanding of North Dakota’s revenue structure, the current outlook, and the trends that may influence the next budget cycle.

    WHY THIS ISSUE
    State revenue levels shape infrastructure investments, tax policy, workforce development efforts, and the broader business climate. Strong and stable revenues support long-term planning and create a predictable policy environment, both of which are essential for business confidence and growth. 

    For businesses, understanding how the state generates its revenue and how reliable those streams are is critical for anticipating changes that could affect the business landscape.

    PRESENTER BIO
    Joe MorrissetteJOE MORRISSETTE - the Director of the North Dakota Office of Management and Budget, a role he previously held from 2018–2023 before returning in December 2024 under Governor Kelly Armstrong.  A Certified Public Accountant since 1990, Joe has nearly 30 years of experience in state budgeting, revenue forecasting, and tax policy.  His background includes serving as Deputy Tax Commissioner and holding key fiscal management positions across both the executive and legislative branches.  Joe is a graduate of the University of Mary, where he later taught governmental accounting and tax courses.

    SERIES CONTEXT
    This event is part of GNDC’s Policy Development Process as we prepare for the 2027 Legislative Session. Input from these discussions will help guide GNDC’s Member Councils and overall policy positions.
