    Making a list, checking it twice....(one for each chamber)

    There are many benefits to having and making to-do lists. For those that create lists, they can increase productivity, set deadlines, reduce anxiety, improve memory, and most importantly provide a sense of accomplishment. Who doesn’t like a nice crisp run of checkmarks, marking things off as finished? GNDC has a checklist with a deadline of May 4 – marking the absolute end of their 80 day allowance. We are watching to ensure our positions are covered and cross the finish line, while killing off those that weaken opportunities for North Dakota businesses.
     
    Here we stand, poised and ready with our pen and priorities. Checkity, check, check!
     
     
    HB 1003: Support 

    • This is the University Systems appropriations bill. 
    • GNDC is watching because the bill includes funding and flexibility for the Career Builders program, $6.8M.

    HB 1018: Support 
    • This is the ND Dept of Commerce appropriations bill. 
    • It passed out of the House with approximately $38M to support workforce efforts and $80M for key economic development efforts such as Development Fund and LIFT.

    • It will be hitting Senate floor for debate soon. 
     
    HB 1158: Opposed - in its current form
    • This bill originally would have established a 1.5% flat tax rate was amended by the Senate considerably and currently includes property tax relief as well by increasing the number of mills paid by the state for school funding as well as the Homestead Tax Credit. 
    • While we support tax relief, our concern with the bill in its current form is that centrally assessed property is treated differently.

    HB 1168: Support
    • This is the Automation Tax Credit.

    • It passed the Senate in its current form unanimously and is back with the House. 
     
    HB 1379:
    Support
    • Often referred to as the “Streams” bill, this will determine how Legacy Fund earnings should be utilized. 
    • The amendments would have the funds going to infrastructure, tax relief, a sinking and interest fund, the General Fund, and the Strategic Investment and Improvement Fund (SIIF.)

    • It recently passed as amended out of Senate Appropriations.

    HB 1455: Support
    • Bioscience tax credit
    • This provides a sales tax exemption for raw materials, single-use product contact systems, and reagents used for biologic manufacturing.

    • It is currently in conference committee.
     
    SB 2012: Support
    • This is the Dept of Health and Human Services appropriation and is a massive bill. 
    • This bill will be the vehicle for any childcare efforts.
